Sistem Administrasi Surat-Menyurat Desa Buruk Bakul Berbasis Web Menggunakan Metode Scrum

Abstrak

The correspondence administration system in Buruk Bakul Village, Bukit Batu District, Bengkalis Regency, is still carried out manually using Microsoft Word and paper archives. This process results in slow service delivery, is prone to typing errors, and carries the risk of document loss. This study aims to design and develop a web-based correspondence administration system using the Scrum method to improve the efficiency and quality of public services. Development was carried out in five sprints covering authentication, population data management, letter submission and verification, submission reports, and dashboard finalization. Based on Burndown Chart analysis, all five sprints were completed within the target time. Blackbox testing of 12 system functions confirmed all functions as "Compliant" with no discrepancies. The system successfully digitizes the administrative service process, from letter submission by residents to verification and digital archiving by admin. Key features include population data management, online letter submission with a clear workflow, real-time letter status tracking, and report recapitulation. The Scrum method proved effective in accommodating flexible feature changes, resulting in a system that addresses the real administrative needs of Buruk Bakul Village.
